The Kyrgyz Republic has applied for financing in the amount of 3.600.000,00 US$ equivalent from the World Bank toward the cost of the Preparation of ERIK and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components (i) Strengthening Disaster Preparedness and Response Systems; (ii) Improving Safety and Functionality of School Infrastructure; (iii) Enhancing Financial Protection; (iv) Project Management and Monitoring & Evaluation; (v) Contingent Emergency Response Component.

The World Bank supported the Government in the efforts of improving disaster insurance through Component 3 of Enhancing Resilience in Kyrgyzstan (ERIK) project. The objective of this Component is to turn the State Insurance Organization (SIO) into a professional modern insurance organization capable of effectively implementing and managing the mandatory disaster insurance program for private residential property. This will be done with a view of the SIO eventually assuming the role of the operator of the domestic insurance pool, which will enable local private insurers to participate in sales of mandatory insurance product through an automated IT-system insurance production system and fully reinsure the risk with the pool. The pool will then transfer most of the risk to the global reinsurance market.

The main goal of the Consultant is to ensure that:

  1. Carry out a detailed operational review of the SIO catastrophe insurance business processes with the view to their streamlining and optimization;
  2. Develop a detailed business optimization plan with the view to increasing the efficiency of SIO’s catastrophe insurance operations, increase volume of sales, improve claim performance and overall company’s risk management. Provide a hands-on training for the SIO key operational and management personnel on the proposed optimization plan;
  3. Develop detailed specifications for a comprehensive IT solution in support of the SIO’s main business processes and procedures related to the implementation of the national mandatory catastrophe insurance program;
  4. Implement IT specifications by producing a state-of-the art customized IT system meeting the unique business needs of the SIO. Deliver training (including training for trainers) and provision of necessary guidelines and manuals to the SIO personnel on how to operate this system.


The Ministry Emergency Situation now invites eligible Consultant Companies to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested consultants must provide information indicating that they are qualified and experienced to perform the required services (brochures, description of similar assignments with indication of Employer and country, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The shortlisting criteria are:


  • have at least five years of experience in consulting on the technical aspects of the work performed by depth review and optimization of SIO’s Insurance Operations and Development of a Customized Web-based Insurance Production Platform;

- have practical experience in implementing similar projects in the recent five years.


The attention of interested Consultants is drawn to paragraph 3.14-3.16 of the World Bank’s Guidelines: Procurement Regulations for Investment Project Financing Borrowers, dated from July 2016, setting forth the World Bank’s policy on conflict of interest

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant.

A consultant will be selected in accordance with the Quality Cost Based Selection method set out in: Procurement Regulations for Investment Project Financing Borrowers, dated from July 2016.

Behavior rules in emergency situations

  • FIRE

    Fires are flames that have gone out of a human being’s control. Fire starts when the temperature of a material’s ignition turns out to be lower than the temperature of the heat source. Among the most common causes of fire, the following can be noted: carelessness of people, defects of electric or heating appliances, self-ignition, lightning, a large number of electric appliances connected to one socket, etc.


    An earthquake is one of the scariest and devastating natural occurrences. They happen in the so-called seismoactive regions of the Earth. One of such regions is the territory of the Kyrgyz Republic.


    High water is a significant flooding of an area as a result of an increase in the water level in a river, lake during the period of snow melting, rainstorms, wind seiches, in case of blockages, ice jams and so on.


    Landslide – is a downward drift of loose rock under the influence of gravity, especially when lose material is saturated with water. It is one of the forms of a disaster.


    A mud stream (mudflow) is a rapid stream flow from a mixture of water and rock debris that appear suddenly in basins of small mountainous rivers. Translated from Arabic, the word ‘sel’ means ‘torrential flow’. Imagine a furiously churning wave the height of a five-story house that rushes along the gorge with the speed of an express train, breaking down centuries-old trees and easily moving boulders weighing many tons. The most powerful mudflows usually happen in June, when the hot sun intensively melts glaciers and millions of tons of water accumulate in moraines – giant accumulations of rock debris deposited by a glacier. If a moranic lake situated at an altitude of 3000 - 3500 meters above sea level breaks out, a chain reaction begins: a mud and rock flow emerges, that sweeps down and constantly increases in volume and strength.


    An avalanche is a snow mass that has slipped from a mountain slope and is moving under the force of gravity. It drags along more and more masses of snow on its way.


    Rain storms are the cause of the most common disaster type – floods – and therefore incur the main economic damages.
